Executive & Senior Managers Pay - April 2001

Late last year, IHM Scotland highlighted the unique position in the UK NHS of staff in the above grades who are now subject to Ministerial determination in their pay and conditions. It was determined that given our close relationship with Unison over many years and, indeed many dual members, we should work jointly on the matter. Following widespread consultation, many members will have seen Unison's paper "A Negotiating Agenda for Senior Managers" - recently published. IHM Scotland supports its thrust and future strategy which includes:

  • Addressing organisational change
    • Our National Health - the health plan and its implications
    • Transition arrangements which affect many staff
    • Central evaluation of posts using the Hay system
  • Restoring negotiating rights
  • Performance appraisal
  • Long hours and stress
  • Public perceptions of NHS management

A formidable agenda but we have made a start. Importantly, both Unison ( James Urquhart) and IHM

(Donald McNeill) were both on the Reference Group which drew up the consultative proposals for new appraisals arrangements for staff on the executive grades now in circulation - now out with a deadline of 4 May for comment.

The next step is seen as the crucial element - establishment of joint negotiating/consultative machinery with the Scottish Executive.
